What is PDAF?

The Project Delivery Assurance Framework (PDAF) is a stage-gated project delivery methodology specifically developed for offshore and land-based survey and site investigation programmes.Built upon the principles of IOGP Report 423 and aligned with CDM 2015, the framework integrates governance, assurance, procurement, technical scope development, HSE, commercial management and project controls into a single, cohesive delivery process.Unlike traditional project management methodologies, PDAF has been specifically designed around the unique operational requirements of survey and site investigation projects.Every task has an accountable owner.Every stage has defined deliverables.Every gate represents a clear governance decision.Every transition is controlled.

One Continuous Delivery Lifecycle

PDAF structures every project through a continuous six-stage delivery lifecycle.Rather than progressing directly from planning into execution, projects move through clearly defined stages, each concluding with a formal decision gate that confirms readiness before progressing.This stage-gated approach ensures that scope, procurement, contractor readiness, commercial commitments and HSE obligations are confirmed before work advances to the next phase.The six stages are grouped into three delivery phases:Determine: Identify and Prepare the project.Define: Tender, appoint and validate.Deliver: Execute, oversee and close.

The PDAF Risk & Influence Profile illustrates how client influence, contractor influence and project risk evolve throughout the delivery lifecycle.
